Choosing the best ATS for a UK recruitment agency

8 min readTRG Digital

Search for the best ATS for recruitment agencies in the UK and you get ranked lists, usually written by someone with a referral fee at stake. The trouble is that no ranking knows how your desks work, which job boards you rely on, or what your website needs from the system. The best choice for a 3-person contract desk is rarely the best for a 60-person multi-brand group.

This guide does something more useful. It gives you a checklist of criteria, then a neutral overview of platforms UK agencies commonly shortlist, described only with what each vendor says on its own website or help centre. There are no rankings and no prices. We pay particular attention to two things most buyers check too late: website integration and who controls your data.

What "best" means for a UK agency

Agency recruitment is different from in-house hiring. You manage two markets at once, candidates and clients, and you earn money from matching them. So the system has to handle business development and account management as well as pipelines and interviews.

UK agencies also tend to have specific needs: the UK job boards you post to, temp and contract workflows such as timesheets, and handling personal data under UK GDPR. If you have read our earlier guide to choosing an ATS before you switch, you will know the questions to ask in demos. This article focuses on the shortlist itself.

A checklist for choosing the best ATS for recruitment agencies in the UK

Work through these in order. Each one removes options before you spend time on demos.

  1. 01Define your recruitment model. perm, contract, temp, executive search or a mix. Systems differ most on temp and contract back-office features.
  2. 02Map your must-have integrations. job boards and multiposting, email and calendar, calling, timesheets and payroll, and your website.
  3. 03Decide how jobs will reach your website. the vendor's own job page, a website platform the vendor works with, or a custom build on the API.
  4. 04Check what happens to applications. which form fields reach the database, how duplicates are handled, and where consent is recorded.
  5. 05Ask about data ownership and exit. how you export everything, in what format, and what the contract says about deleting or returning data.
  6. 06Check API access. whether it exists, how credentials are issued, and whether third parties need a partner agreement.
  7. 07Run a real trial. load sample data, post a test job to your site and apply to it from a phone before you sign.

The platforms UK agencies commonly shortlist

The list below is alphabetical, not ranked, and is not exhaustive. Each summary reflects what the vendor says about itself, so treat claims about customer numbers or speed as the vendor's own. Check current details on each vendor's site before you decide.

Access Recruitment CRM. The Access Group describes its Recruitment CRM as designed for large, complex recruitment agencies and highly customisable to fit unique business processes, with an emphasis on compliance and data control. Access says Microdec Profile is being integrated into its Access Recruitment suite. Access also owns Vincere and the Volcanic website platform.

Bullhorn. Bullhorn's UK site describes it as an ATS and CRM for recruitment agencies, with products for small, midsize and enterprise firms. For websites, its knowledge base documents a free Open Source Career Portal that you host yourself, an official WordPress plugin and a REST API. Bullhorn strongly recommends working with a web developer for the portal.

Firefish. Firefish describes itself as a recruitment CRM and agency management platform built for UK recruitment agencies, aimed at independent and mid-market firms. It offers branded recruitment websites built within the platform, job board integrations including Indeed, CV-Library, Reed and Totaljobs, and a REST API for custom integrations.

JobAdder. JobAdder's UK site describes it as an ATS and CRM for recruitment and staffing agencies and in-house teams. On its job posting page it lists four ways to show jobs on your own website: a careers page, a JavaScript widget, an XML job feed and an API.

Mercury. Mercury describes itself as a Microsoft-powered platform for staffing and recruitment, with its CRM and ATS built on Microsoft Dynamics. It positions itself for enterprise and high-growth firms, including multi-brand and global businesses. That makes it worth a look if your company already runs on Microsoft 365 and Dynamics.

Recruit CRM. Recruit CRM describes itself as an ATS and CRM built for recruitment agencies and executive search firms. Its help centre explains a public jobs page that you can share as a link or embed on your website, with applications going straight into the Recruit CRM database. Its website also lists a Recruit CRM API with published documentation.

Vincere. Vincere is a recruitment CRM and ATS, part of The Access Group since January 2022. Its help centre describes an Instant Job Board that Vincere hosts and you can move onto your own domain, and its integrations page lists multiposting tools such as Broadbean, idibu and LogicMelon. Why website integration should be on your shortlist criteria

Your website is where candidates apply directly, without a job board taking a cut. If the ATS makes that hard, you pay for it in lost applications and manual admin. These are the points that most often separate platforms, and the ones our ATS integration work focuses on.

  • Speed and accuracy. A job made live in the ATS should appear on the site quickly, and disappear when it is filled.
  • Search visibility. Each job needs its own crawlable page with JobPosting structured data. Google's documentation says this makes job postings eligible for its job search experience.
  • Your domain. Jobs on a vendor subdomain build that vendor's search presence, not yours. Ask whether jobs can live on your own domain.
  • Clean records. Check which application fields map into the database and how existing candidates are matched.
  • Design control. A hosted job page is quick to launch but may not match the rest of your site. A custom build costs more but fits your brand.

We document the specific routes for three popular systems on our Bullhorn, Vincere and JobAdder integration pages.

Data ownership: the question to ask before you sign

Your candidate and client database is the most valuable asset your agency has. Under UK GDPR your agency is the controller of that personal data, and the ATS vendor normally acts as a processor on your behalf. The ICO's guidance says that whenever a controller uses a processor there must be a written contract, and that it must require the processor to delete or return all personal data at the end, at the controller's choice.

In practice, ask every vendor three things. How do we export all our data, including documents and activity history? In what format? And how long do we keep access after the contract ends? The answers affect how easy it is to leave later. Our guide to GDPR on recruitment websites covers the website side. None of this is legal advice, so have your contract reviewed.

Common mistakes when choosing

  • Choosing from a demo built on the vendor's perfect data rather than a trial with your own.
  • Leaving the website to the end, then finding the job page can't sit on your domain or match your design.
  • Signing a long contract before confirming how data migration and export work.
  • Asking only senior staff. Consultants use the system all day, so involve them in the trial.
  • Comparing on licence cost alone and ignoring setup, migration and integration work.

If you are also rebuilding your site, decide the ATS first or at the same time. Our comparison of recruitment website builders, platforms and bespoke builds explains how the ATS choice narrows your website options.

Frequently asked questions

What is the best ATS for a small UK recruitment agency?

There is no single best choice. Start with your recruitment model, must-have integrations and website needs, then trial two or three systems with your own data. Firefish, for example, says it targets independent and mid-market UK agencies.

Is an ATS the same as a recruitment CRM?

Not strictly. An ATS tracks candidates through applications and jobs, while a CRM manages client relationships and business development. Most agency systems combine both, which is why vendors such as Bullhorn and JobAdder describe their products as an ATS and CRM.

Can my ATS publish jobs to my own website?

Most can, but the method varies. JobAdder lists a careers page, a JavaScript widget, an XML feed and an API. Bullhorn documents a self-hosted portal and a REST API, and Vincere documents a hosted job board you can move onto your own domain.

Who owns the data in my recruitment ATS?

Your agency is normally the controller of the personal data and the vendor acts as a processor. The ICO says a written contract must require the processor to delete or return all personal data at the end, at your choice. Check export formats and timescales before you sign. This isn't legal advice.

How long does it take to switch ATS?

It depends on how much data you have, how clean it is and how many integrations need rebuilding, including your website. Ask each vendor for a migration plan with clear stages, and plan a test period before you switch off the old system.
